ACT NO. 92. Passed into VT Law: Vermont Energy Efficiency and Affordability
The general assembly finds that:
(1) Global climate change, which is threatening our environment and perhaps ultimately our existence, has been caused in part by an energy policy that is largely dependent on the burning of fossil fuels.
(2) In order to reduce greenhouse gas emissions and environmental degradation, it is essential that we reduce or eliminate our dependency on fossil fuels by significantly improving energy efficiency and shifting to nonpolluting benign forms of energy such as wind, sun, and water power.

ACT NO. 82 Passed into VT Law: Education Quality and Cost Control
This act makes numerous changes to education law, including amendments designed to ensure transparency for voters regarding education spending, to provide more assistance to districts with extremely high and low special education costs, and to help legislators understand educational cost drivers in a more comprehensive and meaningful way,

22 Vermont Towns Join East Central Vermont Community Fiber Network
Several Vermont towns have voted to join the East Central Vermont Community Fiber Network. These rural towns have rejected dependency on outside providers in order to build the infrastructure they need. (CommonDreams.org)

ACT NO. 30 Passed into VT Law re: Temporary Assistance of Needy Families
This act modifies Vermont’s assistance programs for needy families in order to ensure the state can meet new federal Temporary Assistance for Needy Families (TANF) requirements contained in the Deficit Reduction Act (DRA) of 2005 and to ensure that Vermont’s current programs assist low-income families in achieving self-sufficiency.

The State of Vermont consists of 9 cities, 237 towns, and 40 incorporated villages. Each town has a town clerk who is responsible for the business of the town, including town meetings, elections, and tax collecting.

STATE GOVERNMENT


The Vermont State Legislature, also known as the General Assembly, is made up of

1) the State Senate;
2) the Vermont House of Representatives.

The State House where the legislature meets is in the state capital of Montpelier.

The Vermont State Senate consists of 30 members from 13 Senate districts. Each Senator represents about 20, 300 citizens. Each district elects between 1 and 6 senators depending on population.

The Vermont House of Representatives is made up of 150 members representing each district in the state. There are 108 State Representative districts in Vermont: 66 districts with 1 representative, and 42 districts with 2 representatives. Each member of the House represents around 4,100 citizens.

The leader of the Vermont House is called the 'Speaker'. The person in this position is elected by the majority party, and is responsible for committee assignments and the pace of legislative activities. The current Speaker of the House is Gaye Symington of the Chittenden-8 Representative District. The current Majority Leader of the House is Carolyn Partridge of the Windham-4 Representative District, and the current Minority Leader is Margaret Flory of the Rutland-6 Representative District. As a result, the Vermont House of Representatives is currently one of the few legislative organizations of in the United States where all the major chamber positions are held by women.
